well idk about the blurry but I think it'd be neat if you could customize your textures through the options menu if you have multiple texture packs available and want to make use of some of the textures but not the entire pack.
I believe this is called anisotropic filtering. (Or maybe it's actually bilinear or trilinear filtering, I'm not an expert on the subject.) And it's not meant for 16px textures, it's better used on high-res textures to make them look a bit more natural. In these screenshots, it seems like the filter is turned up quite a bit, which is why the redstone torch almost looks round.
If you could show us a picture of what this looks like on a high-res pack, that would probably get more people to support your suggestion.

My avatar is a texture from a small block game I made in Python. It's not very good and it probably won't work if you install it.
I'm very alone in my Minecraft worlds as I don't have a very good internet connection to run a server. If you're like me, you might be interested in my Posse mod suggestion.
Actual texture filtering doesn't blur textures like that, rather it switches between mip levels depending on the distance from the camera, to prevent texels from becoming smaller than a pixel and causing flickering in the distance.

It would be great to add option for texture filtering. It would look good with texture packs and shaders.
Blurry and smudged does not look good. No support.
