Basically, this would be a way to acquire bedrock (from the layers above the bottom layer, I suppose). The enchantment would be extremely rare. It would be a level 30 enchant. The enchant can only be applied to Diamond Pickaxes, and the enchant would ware down the pickaxe very quickly (you would only be able to use the pick to mine bedrock about 10 times). The bedrock would also take about a minute to mine.
I know it sounds a bit difficult, but the idea would be to make it a very hard to obtain, therefore increasing it's value.
"very hard to obtain" is not likely to be seen as much of a constraint; beacons could be considered a lesser example of this and the response was wither skeleton farming.
Beyond the question of how to implement, there is the question of if this ought be done: the unbreakable & unattainable nature of bedrock is one of the fundamental constraints of the game and changing it would need to be very carefully considered.
Even if "Bedrock Breaker" were incompatible with Mending & Unbreaking & Fortune this would likely be a game changer…
On the other hand, there are already ways to break (only) bedrock (mostly used to facilitate access to the top of the nether)…
…so adding an authorized, official way to accomplish this could be seen as helpful to the long term stability of the game.
The ways of which I am aware (& that still IIRC work) are not particularly expensive, but require fairly specialized conditions and are fiddly… (Also, only one block of bedrock is broken at a time and the block is destroyed rather than available as an item.)

I think this is a great idea, but I think you should heighten the block count. For example, I would not want my diamond pick to break after 10 blocks broken. I think you should make it to where the ENCHANTMENT breaks instead of the pickaxe. I also think it should be an enchantment that goes up to level III. I think it should break after 20 blocks for I, 35 blocks for II, and 50 blocks for III.
If bedrock was obtainable in survival, what would prevent someone from trapping another player in bedrock? Considering how rare the enchantment is it's reasonable to assume the player in question wouldn't have a bedrock breaker on hand and would therefore be stuck forever. While it might be cool, bedrock would only damage the gameplay.

There is already a block that requires a special tool, takes a long time to mine, and is very tough/strong: Obsidian.
There are times when being able to remove bedrock would be most useful (fitting the kill/collection mechanisma under a guardian farm as a less "unauthorized" example than reaching the nethertop), but what unfilled role would placeable bedrock fill…

The idea does not sound too bad, and details make it seem not too OP. However what about Unbreaking, Mending and stuff?

That seems like a good idea. It would make it better if the enchantment wore off after mining enough bedrock.
Also, maybe the lowest layer of bedrock can not be broken to prevent people from mining bedrock and falling into the void?
