It would be cool if you can enchant a boat for speed. If you enchant the boat to speed 5 or something and you ctrl+space while riding it, it travels at that speed.
I know that you're trying to make large oceans friendlier for boat users, but maybe in a different way?
Enchanting wouldn't make much sense, so there should be something else. And here it is: Engines.
1. Firework Rocket boat.
You strap 2 firework rockets to a boat and they give you 20% more speed for 3 minutes.
2. Small Steam Engine
You put a furnace and a pickaxe(as rotor shaft) in a vertical line, and above them you put 3 iron ingots acting as propeller. Gives you 8% speed boost, and it will be powered for (Amount of items burned by the fuel) minutes, for instance, 2 Wood planks will power you for 3 minutes, a Stick would power you for 30 seconds, and Coal piece would power you for 8 minutes. Ultimately, lava bucket could power you for hours!
The problem here is that you can only go so fast in Minecraft. After so long, the chunks load in at a very slow speed because the game is struggling to generate all of the chunks you are traveling through at the same time as saving the ones you've left and removing those from the RAM.
That's probably the second reason why Nether Portals are the best form of transport in Minecraft, the first being that they cost no resources to maintain and the obsidian that is required to build them is easy to obtain when you have an Efficiency V Diamond Pickaxe.
(Of course, for the sake of preventing saving a whole bunch of unnecessary chunks that you will never mine or build in, it's probably a good thing that you can't travel tens of thousands of blocks in such a way that takes the same amount of time as using a Nether Portal.)
