Im going to refer gate block for the block that lowers/drops the gate and the fences as the blocks that are actually lowered/dropped.
The gate block is like a dispenser that is facing downwards. You can put items into the gate block, but only certain items will do. Once it has a suitable item inside of it, the gate block will lower that block down. It will not just drop the block, it will keep the block attached to it in some way. Meaning, if i were to have a gate block that was 5 blocks above the ground, and supplied it with a fence, the fence would be 4 blocks above ground, and still remain attached to the gate block.
now, to raise the gate, you could use some sort of item to raise it. Redstone could suit this role, or a whole new item, either way. When the gate is powered, it retracts the fences it has lowered back into it.
So, unpowered, it lowers the fences it has inside of it. when it is powered, it retracts those fences back into it.
the fences are lowered from the gate block, and stop lowering once the fences have hit something that is blocking there way. Each gate block acts individually, so if the ground below the gate was uneven, the gate blocks (if supplied with enough fences) would lower their fences each until it hits the ground, even if another gate block has already hit the ground.
im pretty sure this sums it up. I know there is a mod like this for smp, but that mod functions much differently and only requires one fence and a sign, plus it goes down instantly.

This item could theoretically face to the sides as well. Serving as a bridge mechanism also. Vary the pattern for a side facing bridge, a downward facing door, or an upward rising trap/cell/dock gate. See my portcullis idea for some info on what this could be similar too. All in all I do like this idea. Work on your post to flesh it out some more! Notch should look into making an item as versatile and universally useful as this.
