This most likely wouldn't be useful in Survival, but it would be very helpful for mapmakers.
Currently, only some items have right-click functions; and mapmakers must rely on something such as carrots-on-a-stick. My suggestion is to allow every item to have a right-click function, whether useless or not. That way mapmakers could detect whenever any item is used, and allow something to then happen.

I probably didn't explain it very well in the OP. My suggestion is that everything should have a right-click function, but without it doing anything if it currently doesn't have one. It'll simply bob down, like what carrots-on-a-stick do. They won't have a use unless some change is made to give it a use—it would mostly be a mapmaking feature so that not every custom item would need to be a carrot-on-a-stick.

So basically, use blaze rod, command block detects, event occurs?
I guess that could be better than having to drop items to trigger commands.
