You can already remove levels with the /xp command, but cannot remove individual XP values. It seems like it would make more sense to just add the feature to the existing command rather than adding a new negative XP orb.

I'd have to say I think placing orbs at a player is more complex than /xp <player> <negative amount> but I can see why some would like these for the visual effect and that negative orbs can be avoided unlike the /xp command.

Applications could be a vampiric effect, which was probably almost the sort of direction Mojang was trying to go when creating the husks and strays. It might not actually be a viable status to kill someone who managed to have less than zero xp (or rather, have less than a certain amount less than zero xp), but it would certainly change up the gameplay a little bit by giving us a reason to have and maintain an xp pool instead of putting things off until actually needed.
Another application could be to apply various small boosts and debuffs at certain milestones. For example, every 10 levels means +1 mob of the same type stops being able to do any damage to you (ie, against 11 zombies the level 100 player would simply not take damage from a randomly-chosen 10 of them). This could probably even be managed with a slightly-modified version of the MaxEntityCramming code (well, at least the detection part). This could potentially lead even to a whole new system of gaining xp in the form of action-evaluation--for example, it's really, really dumb to jump off a safe ledge into a horde of 10 zombies so doing so would remove xp; on the flip side, getting a skeleton to shoot another mob and having that mob switch to targetting the skeleton could be considered a good move and would generate xp).
It could also be something applied via a Curse (Curse of Foolishness?) enchantment. Kill something that has the xp-draining effect on it and the orbs awarded when the entity was killed would instead remove xp.
This sounds like it could become an interesting curse.
When applied to a tool or weapon, 50% of XP orbs dropped when you mine a block or kill a mob are turned into red XP orbs, making it drop an average of zero XP. You can still try to avoid the red XP orbs if you really want to.

How about "nerf orb" Can't really figure a use for this as the way XP orbs slowly seek you out you could probably avoid ever having it actualy get to you to reduce your XP. It would have to really be targeted rather rapidly to be of any effect.

Villagers and pets already drop nothing (not even XP). I don't really think we need another reason to discourage killing them. This is a sandbox game, after all.
As for golems, they drop iron, so the game is actively encouraging us to kill them. Why would the game punish you with a red XP orb, and reward you with iron?
I rather like this idea, so Support. I could even see it as a punishment for villager-killing.

I did some CraftTweaker scripts for Mystical Agriculture. They fill in a couple of small gaps in MA, and also let you make or duplicate not only vanilla plants, but the blocks, plants and wood from Quark and Biomes O'Plenty. Also spawn eggs for most vanilla mobs! The scripts are here on Github.

"Inexperience orb" does have a very nice ring to it. It would definitely help for mapmaking, so I support it.

I think a cool name for the orb would be an Amnesia Orb
I would say Support because It seems like it could be interesting for mapmakers and, like Cerroz said, even in vanilla Minecraft.

I think it's a great idea for custom games.
If there was a rare enemy that dropped negative XP but a great drop also, I think it could be implemented, fairly, into survival.
I feel like all Wither Skeletons should drop negative XP to further harshen the Nether and complement their infective nature.
If negative XP is absorbed into an item with Mending, would it reduce its durability?
There could be a negative Bottle o' Enchanting too.
