This is a problem that occurs most frequently in the Nether (Due to how it generates) but is really just an overall problem. There's no way to build down effectively in minecraft survival. For the most part, you'd just use a water bucket, but 1.) That doesn't work in the Nether. and 2.) that's typically just a weird and annoying way to do it. If this thread does end up gaining traction, I'm sure the minecraft developers will have a better way, but a simple suggestion i have is; Add a scaling tool. Like, you know, those handheld spike things mountain climbers have? and to have it balanced or whatever if needed but make it like how you can sneak to the edge of a block and place another on the side, but down a block and place one on the bottom. It'll still be plenty dangerous (Especially in the nether) but it'll help trying to navigate caves or the Nether and even make survival building just that much better
There are a few options for doing this in the Nether:
Drop enough gravel to form a pillar, then bridge off from the pillar.
Drink a fire resistance potion than use lava the same way you'd use water.
And now in the latest version with Elytra you can fall, wildly try to place a block quickly. Activate your Elytra and glide for a bit then rocket back up by using a firework.
That said I'd support something that can let you hang down below a block surface and then climb back up in survival. Perhaps a feature of attaching a lead to a fencepost while holding onto the lead?
The challenge of the nether is what makes it fun. I generally die about every third or fourth time I go there for anything other than rack mining. As mentioned, gravel piles do it for me.
So for the first comment. None of those options feel streamlined to me. I'm a perfectionist so I don't like it when my only options are.. (For lack of a better word) Messy. (Though i do Really like the fencepost and lead) Second comment (And third for that matter) I love the Nether. I love how difficult it is, how scary it is, the atmosphere, the mobs the way it generates, and I love it being difficult. Like it's level two (With the overworld being level one) But not being able to build down, has nothing to do with difficulty. Any of the options I'm presenting are just as dangerous than any other option, they're simply more streamlined, better for ease-of-use. And what if the Tool used to do this requires Nether quartz? It'd 1.) Give nether quartz another good use. and 2.) would mean you'd have to spend some time in the nether before you can even make it
