I'm not trying to be obtuse here, but I really don't understand why elytra users need to be challenged. It's an end-game item that acts as a transportation aid. It won't help you as much as a chestplate on the ground, but that's because it actually is already balanced for that. I know mobs can't really hit you in the air, but I don't see why they should.

Wingion, a new mob that i think would be the threat for elytra user (Wingion is just a short of wing and minion). The mob has an elytra which has a texture of a bat like. It will strike you with it's claw. It will spawn above the cloud with no structure (clear sky, no high mountain). And they don't drop their 'elytra' for balance. Caution that they can also boot themself to if being far away from their 'target'. When died in the sky, they wouldn't just die in midair but instead will closes their wing, drop down like a plane that is about to crash, then die in the land.
