Interesting... I actually like this. The fact that I like this is surprising to me. I normally wouldn't support another skeleton varient idea, but this one fits. Maybe it should leave a cloud of dragon breath instead of lingering poison because it fits more. Also, instead of dropping bottles o' enchanting, it should drop bottles of dragon breath, as that fits more to. And it doesn't make a lot of sense for this mob to have a golden axe. Maybe a bow with special arrows that make you teleport to a random nearby place (like chorus fruit) if they hit you. Besides that, I like it.
I like this, it has an unique attack which is enough for me to support this, I just don't like how it's a skeleton, it has the potential to be something unique and variants work better when they replace the original mob under specific conditions. The name could use some work too.

Now that I thought about it, I don't like how it's a skeleton either.
About the name, I agree, it needs some work, but I didn't want to call it something stupid like "spinning skeleton" or "ender skeleton".

I made a new model/texture for your mob. It still keeps both the skeleton and end theme, being a purple skull, and rather than an axe, it'd spin it's....floating limb spike thingies?
I like the concept, but please not another Skeleton. We need more unique mobs, not just variations of current mobs imo. Plus this is rather unique so it deserves a new model and decent drops.

I like the concept, but please not another Skeleton. We need more unique mobs, not just variations of current mobs imo. Plus this is rather unique so it deserves a new model and decent drops.
I also don't like how it's a skeleton, as I said in an earlier post. I'm going to try and think of something unique.
I'm not too good on adding yet another skeleton in the game. The mechanics are also kinda random. Dropping "Sky Bones" and being neutral the player at first feels very out there. This thing should really have a new name, Sky Skeleton is horribly bland.

My Suggestion is Sky Skeletons
Look:
Sky Skeletons are skeletons that wear a ragged purple cloth
They are 3 blocks tall
They wield a golden axe
Here's an image. I made it myself so it is really bad
Stats:
15 hearts of health
2 and half hearts of damage without weapon
Spawn:
Sky Skeletons spawn on the outer end islands. They are rare on the large islands but much more common on smaller ones
Behavior:
Sky Skeletons are neutral, and walk around aimlessly until aggravated
Sky Skeletons can teleport, and only do when you fire a projectile at them. Otherwise they will just charge you.
Like any other skeleton, they have a fear of wolves. Wolves will chase them and the skeletons will run.
Attacking:
Sky Skeletons don't run up to you and smack you like a wither skeleton would, instead they spin around, harming anything around them.
Death:
Sky Skeletons can put up a decent fight, but they have something extra when they die.
On death, they will drop a Lingering Potion Of Posion that lingers for 10 seconds.
Drops:
Sky Skeletons drop 0-2 Sky Bones, which can be made into bonemeal that speeds up Chorus Plant growth.
They also can drop 0-1 bottles of enchanting
Endermen:
Endermen will run away from angry Sky Skeletons to avoid their whirlwind attack.

Techne for the model, it's a free program. For the texture I used Paint.Net. Feel free to use it, if you want of course.
