The /record command would be great for mapmakers and anyone who wants custom sounds in Minecraft.
The /record command would be used to record sounds from a microphone to make custom sounds in Minecraft. This is how you would type it: /record [start/stop] [sound name], so as an example let's say you would type in /record start hit. Then you could grab a command block, and type in /playsound recording.hit and whatever else comes after that. I forgot what comes after that, but I always use tab to help me out.
The recordings would be saved in the worlds folders, so they stay in 1 world, so that means you don't have a million extra sounds you recorded sitting on every world with cheats enabled on it.

It's okay, but Minecraft isn't recording software. Mojang would either have to write from scratch their own sound recording software from scratch or license someone else's work. Besides, it's not like we can make resource packs from within the game.
If you really want to have your own sounds, you can make a sound file, convert it with Vorbis, a free tool by the .ogg filetype creator Xiph. Then, register them into sounds.json. To package sounds with a map, put them into a zipped resource pack into the world file called "resources.zip."
No Support unless Mojang also adds other tools like this into the game.
Better ability to use custom sounds? Sure. But there is no purpose to implement voice record software into the game itself. There are tons of programs for that already, many are free, safe, and much more versatile than anything Minecraft could do.
Besides, why would we want a huge influx of awful sounding effects recorded on low quality, static-y microphones? Anybody with the equipment and skill to record good effects probably already knows how to record and load sounds via resource pack or other methods. So the only thing I support is to be able to store and call sounds from within a world folder instead of the current method.

There are already many recording software and custom sounds can be easily added with resource packs.

You could still create a custom resourcepack, add the required sounds, rename the zip file to "resources" and put it into your world folder.
