Super secret settings was a strange feature. Upon clicking a button a random video filter would activate in your view. You might get lucky, you might not. And the only way to disable it was to spam the button until it reset or restart the game.
In 1.9, they removed the button. But the filters still exist. And a lot of them were pretty cool and have many applications to custom maps, servers, etc.
So I'm proposing a new command: /filter
Syntax: /filter <filter_name> <players> or /filter clear <players>
What this command does is it applies the specified filter that normally would be activated with the super secret settings to the views of the specified players. Or clears any effects off of the specified players.
This would have many uses for mapmaking, servers, etc.

This could be laggy on lower-end machines
Have an option in video settings to allow filters
Could be abused by annoying admins

Anyway, this would be great for setting moods. However, if this is added, there should be an option in video settings to allow filters, as some filters can be very laggy on low-end computers.

I added your concerns to the OP and included a potential fix.
I support this. Lots of uses (especially with resource packs,) and I don't see any problems with it aside from those already addressed and solved.
