How would the game know where the textures are and/or which textures go to which area/blocks?
Making a resource pack is really simple, and you only need to put the textures you've changed.
Plus, they can already be bundled with adventure maps and servers (Though with a prompt to download it first), so there's not really a need to do that any other way.
Resource packs are nifty as they organize the textures so you can easily find them instead of just having a mess of hundreds of files in a single area. Not only that, but once you've created a resource pack, you can easily add, modify and remove files as needed without much hassle, so there really isn't much of a point making a way to change textures without one.
This would be one of the biggest changes to servers/Redstone creations. Especialy adventure maps.
