Static_Redstone and Static_Player are both NBT tags that can be added to any item.
What it Does:
Static_Redstone, as its name states, makes any item it is applied to unable to be pushed or pulled by hoppers, dispensed by a dispenser or dropper, or pushed into another container via dropper. Static_Player makes the item, once placed into a container, unable to be moved around within or taken out of said container unless said player is in creative mode, in which they may move items with the tag with impunity.
Gold Plate
What it is:
An item that can be crafted using four gold nuggets in a 2x2 square pattern, which innately has the Static_Redstone NBT tag suggested above.

Its GUI is modified so that its five inventory slots are rimmed by a gold-colored line in order to distinguish it from an ordinary hopper.

The Lock Hopper will allow any duplicate items to leave, but will always keep one of the item in the slot that the first item was placed in. Beyond this, it will function as a regular hopper, including being stopped by a redstone signal, and releasing its items left-to-right.
So basically both aid in sorting and selecting. I like the first, as it seems simple and straightforwards. I would suggest making it four ingots, though, as gold has little usage anyways and such a valuable characteristic should be more expensive. It means that I can sort anything without accidentally screwing up the machine.
The second one... I'm not sure. It might make sorting too easy. Redstone is complexity created out of simple components. This might be too complex of a component on its own. And, as with the last idea, it should be a gold ingot in the recipe either way.
I'm not really a redstone worker, more of a dabbler. I hope you get some feedback from someone who works more heavily with redstone.

For the gold plate, there are other items that cannot be pushed by pistons, so im not sure how this is different. Also, I am not a pro with redstone circuitry so maybe I just don't understand
And regarding the hopper... Will you ever be able to get the items out? Maybe by breaking the hopper?

I think the two NBT tags are a great idea, but I don't really see a use in the Gold Plate and the new hoppers... How could that be useful?
The gold plate allows survival players to create an item with the proposed Static_Player NBT tag, which in turn allows for much easier construction of machines such as auto brewers and printers. It also can be used by mapmakers as a quick way of walling off slots in a container.
The lock hopper makes sorting item flows much easier and is able to sort multiple items. It can also be utilized by mapmakers to make more sophisticated multiple choice and decision-based mechanisms.
Finally got around to making a sprite for the lock hopper! I realized that only being visually different in name and GUI was inadequate for a block with a very different functionality.

Whoops, I accidentally made it into a not-so-subtle suggestion for an alternate crafting recipe.
you don't have to have a different recipe, all mojang have to do is edit the GUI and enable a little lock icon or "simply" change how it behaves.
Actually, that isn't a bad idea, and means its easier to implement; after all, command blocks are covered in buttons that alter their functionality.

I admit I had to read this twice to get what you where talking about, but I love it. The one thing is making the locked hopper should take more than a single nugget. If the gold plate takes 4 nuggets to craft and hoppers have 5 slots, than you have 1 nugget doing the work of 20. I'd go with a full Ingot to craft the Locked Hopper, because 55% resource savings is fair but 95% savings is overboard.
All in all I like it all. I'm really OCD about organizing things and this would cut down on micro-managing without letting the game "play itself" as they say.

The gold plate is for keeping an inventory slot in a container from being filled; it isn't a physical thing that pistons can move around.
Players may remove and insert items from the slots as they please, the hopper just won't ever empty its own slots once they get an item in them.

the ability to filter items beyond using the single and only slot.
