In 1.9 glass was changed so that water didn't leave a streaky flowing image across it. The same change should be added to ice. Ice occurs naturally in the water, so it is very easy to run into an example of this.
If you have ever tried to build underwater with ice (because they are both water- its a theme) you end up with a hideous streaky mess.
Changes should be made, it limits building potential.

These blocks are counted as air-based and thus a boundary between water and air is drawn in.
There are multiple ways to change it, such as making all full blocks deny water/air boundary drawing, or making most blocks count as water-based when placed in water, or perhaps re-write some of the code for water/air basing and make it apply only in specific cases while anything unspecified will simply not have a boundary drawn in. These changes could be done across all liquids, thus affecting blocks placed in lava and any other fluids that may be added to Minecraft in the future.
I am in support of putting some development effort toward fixing these ugly visual artifacts.
