I don't really use quartz much in my survival worlds so I wouldn't really know exactly how common it is. You could bring quartz down to 1 tick each if you think that would be more balanced, I just think that the way you have it with two different materials is a little bit over complicated.
quartz is pretty common. like have you ever been to the nether? and each ore gives you like more than one. especially with a looting pic.
This is a very well thought out suggestion, I like it. You even provided pictures of the crafting recipe, GUI and the actual block design, which is amazing.

The Minecraft Wiki isn't reliable. It said that Fire Charge deals 3 hit points of hit damage and an extra 2 from burning which is completely incorrect, I've tested it. Don't trust the Minecraft Wiki, it's edited by idiots sometimes.
I've been meaning to simplify it, but I'm still on the fence about how to do it while keeping it balanced. The reason it takes extra resources is because I feel it could make repeaters obsolete without either a tick delay limit or consuming extra resources to increase tick delay. I didn't like having a limit, so I went with the other option.
As for the wiki comment, I didn't think quartz dropped more than one per ore, but I wanted to back up my opinion with something substantial, so I chose the wiki. Sure, it has its errors, but it is mostly correct.

It's so that this doesn't become so powerful as to become a total replacement for repeater delays. If you look at the second poll, you'll see that most people think that it should cost resources.
Remember: the delayer does not consume resources, so you can always get them back if you need them.

As a wild idea, I'd also like that the item have an inhibit.
In, out and inhibit. Inhibit stops the timing of each input which is queued to send a pulse. Each pulse is stopped until the inhibit is released. new pulses cannot enter until inhibit is removed.

Are you modding this to flesh out the idea? I'd love to see it work.
I tried learning to mod, but because of the stupid "pixel format not accelerated" error on Windows 10, I can't test any of my mods. So, no, I'm not currently making a mod to showcase this idea, but you or another modder are welcome to try, if you want to. I'd even be willing to provide textures if someone wanted to.
I always try to find a way to get redstone to have a long delay without needing so many redstone repeaters. Even with command blocks, it takes a while for me. Some goes for Hopper Clock, or any other types of clocks
This idea to me, improves efficiency, and I can set a certain amount of time I want.
If this is able to get added into minecraft, then I vouch.

Also, remember that redstone is a functional device, not a decorative one. The fanciest and most beautiful computer is worthless if it's weaker than your phone.

I just laid out 55 repeaters for a long enough delay on a spider drowning XP system.
Although, as JochCool explained, it is a bit expensive as it is. I would suggest making the delay longer cost redstone or quartz only, but not both.
And with that, my first suggestion is alive again!

Due to controversy, I have removed the redstone cost and increased the quartz delay to 5 ticks. I have also implemented a GUI-free option.

I like this. Mostly I use a loop counter/piston kill-switch combo to save resources, but this would be a big save.
Also check into the Redstone Striker - a handheld power source and Protolith - The Wildcard Ore, and Crowbar aka Hand Piston - a Move Tool, more to come.
