I run a vanilla server, but we've had some issues with stealing. I don't want to go through the hassle of setting up a server that has plugins, which could possibly ruin everything if I don't do it right. However, I've been able to catch some thieves by checking their inventories by looking at their player data file, but again, it kind of stinks to do.
The bottom line is that I think spectators should be able to view player's inventories and enderchests. This way, I can check each player if they have any suspicious items. Also, during minigames on minigame servers, it would be neat to see what each player posseses, and how they use it.
I'd say it might be better as a command (like the /invsee from Essentials or something like that). I'd say making it a Spectator thing might open up a chance for cheating if normal players are in Spectator mode (like in games where players get one life and are spectators the rest of the game). Keeping it an admin only command makes it secure.

I have to agree, but that could easily happen in vanilla servers. As you may or may not know, you can op players (at different levels as well), which allows them to perform certain commands. If only the admins were opped, then you wouldn't need to worry about the "normal" players viewing other's inventories.

I like it, but only if you can't chat with other players not in spectator. For obvious reasons. Support
Also, all you need is Essentials, just make sure only admins or you can use the commands. Just do /invsee [playername]
Could be useful on non-Bukkit/Spigot servers. Support
