The Cryo-block would freeze water in a one square radius of itself in short order. It should be possible to use such a block in creative ways to manipulate or remove water with restone devices. The cryo-block would not need to be powered to freeze water, it would just be an innate ability. It'd also be a good excuse for some nifty particle effects. Perhaps a redstone charge could double the range of the freeze effect.
Suggested crafting recipe: One redstone block surrounded by ice.

That being said, Support. I love these small suggestions, they're just so dang awesome, and this one's pretty handy as well.
Automated redstone ice block generator would be one contraption, A timed ice platform generator for parkour maps also comes to mind. I'm sure the Minecraft community could come up with a multitude of others over time. If large amounts of ice are blasted with TNT, are most of the source blocks destroyed? If so, the cryo-block could prove very useful in removing fairly large volumes of water with minimal effort. Even without TNT, it could prove useful for removing water and for building underwater tunnels without it being too much of a pain.
Oh, and I am not married to the freeze radius. I'd be okay with it being wider. Please offer your opinion on this.
I support entirely, my only criticism is it should be called something else as no other materials in-game have "Block" in the name except things that have other forms, like Gold Block or Emerald Block.
If it has to be powered (which I really don't think it should be, I agree that it should just be an innate block ability), then I think its freeze radius should change depending onto the strength of the redstone signal going into it. Maybe 1 block for 1-5, 2 blocks for 6-10, and 3 blocks for 11-15.

It needs a bigger radius and more customization. I'm not supporting this for "being cool". Also how would this remove water in anyway?

That wouldn't get rid of the water... it would just replace it with an equally blocking block of ice, which would then melt and be water again.

Still not useful. A one block radius isn't going to do much, and even then name a use this would have in redstone.
I can't, because I don't do Redstone, but OP said this could conceivably be used to manipulate water, which is often used in mechanisms.

If you have flowing water, you can use redstone to freeze it, and for example have a light melt with time so a timed switch
