Perhaps this recipe could use a Grass block in replace for 1 Sugar Cane, so it would require 8 Sugar Cane and 1 Grass Block. Because such an action could make farming animals easier, and it makes sense because passive mobs spawn on Grass.

Anyway, This sounds interesting. I'm guessing this would work like cake and not be movable with pistons.
The climbing thing doesn't make much sense to me though, because how would you climb up a block of sugar?
I'm guessing it would be like a salt lick block for cows.
It's good that your using sugar instead of some sort of redundant salt suggestion, because then salt would't have to have it's own ore and uses and recipes.

Maybe you could make it like a pillar, that gets narrower and narrower the more mobs lick it? That way it could have a cool decorative use. You could change your resource pack to make it look like stone, and you could have stalactites and stalagmites!

4 sugar, 4 wheat and a grass block in the center on a crafting table will get you a sugar lick block. Suger lick blocks can increase the
spawn rate of one passive mob in a 32 block radius by 1% each. Maxing out at +5% spawn rate across randomly chosen mobs.
The mob effected by a sugar lick can be changed by using the secondary function while holding the desired mob egg.
Sugar licks can be used to entice mobs of all kinds into the general area. Reaching up to 50 blocks out. The mobs will
consume the sugar lick, visually this is displayed as the sugar lick shrinks, one small slab at a time. Like a sideways cake.
Becoming vertically skinnier as it is consumed. Just for mobs. It does not induce love mode.

No it won't last forever but you could continue to replace them. It'd give a new use for sugar cane farms. But yes it is meant
to attract any mob. Not so powerful that they just cluster around. Just enough to get their attention.

That is a very valid point. Did not think of that. That puts a requirement for a silk touch tool. It also makes sense.

@joshosh no I mean grass block. This was suggested to make the block a bit more realistic in terms of minecraft.
Passive mobs only spawn on grass blocks so since this block slightly alters spawn rate a grass block would be fitting.
As for which way the block degrades, I can go either way. Vertically does sound fun. It'd be a bit easier to determine
how much is left at a quick glance. Thank you for your support.
