Firstly, to connect the horse it first has to be yoked. The yoke would be a saddle-type item, so you could not ride the horse at the same time it's pulling a cart. The yoke recipe would be a circle of 4 leather, perhaps with 2 leads in the upper corners for reins (however, like a saddle, these could just be assumed and appear on the horse when the yoke is applied). Strictly for gameplay simplicity, you would connect horse and cart via lead the same way you connect horse and fence post. The code for the lead would have a special case that keeps the cart at a specific relative distance from the horse, rather than letting it bounce around like it's on a mere rope.
NOTE: alternatively, could just change leads to keep the animal at a specific distance instead of a variable one, but this is probably too much of a separate idea.
The cart itself would be crafted as an extension of a minecart, adding 2 sticks in the upper corners of the minecart recipe. Like a minecart, you could add further elements to specialize the cart:
chest -- would add storage to the cart
wood stair -- adds 1 passenger slot (I suppose this would tie into the better boats update seen in the current or upcoming PE)
carpet -- adds a cover (covered wagon, to limit the view of inside, but otherwise mainly an aesthetics thing)
TNT -- yeah...not really, but since it's already a thing for minecarts why not?
hoe -- converts cart to a plow, letting you till as you go (potential reason to have diamond hoes?)
Most of this sounds sensible and I can support it, but I'm really not getting wood stair/passenger slot connection?

One of the (upcoming?) changes to boats in the PE version is to let us ride together with another mob. I assume this could be applied to players as well in a multiplayer setting (ie, two friends moving in the same boat). The stairs would be like benches for your passengers to sit on.

Just leaving donkeys/mules as they are would probably mean the graphics would collide strangely, but I think I might have something nifty that could potentially work out in donkey's favor. What if carts could inherit the chest upgrade from donkeys? This would allow you to detach the chest from the cart when you need to leave the cart behind, while at the same time being able to move it out of the way (visually) when yoked up.
Oh, yeah, the cart should probably have a limiting factor to it. Similar in style to the 1.9 weapon speed feature, you could traverse full speed across flat(ter) ground that only changes in half-block heights (stairs and slabs) but when you try to cross steeper terrain you travel slower and slower until like a rock-crawling 4x4 Jeep you're just inching along.
