My suggestion adds new attribute to the game. It is generic.armorPoints.
Its base is 0 and can be modified normally by NBT tags. Every piece of armor will get this attribute and it will be shown in its tooltip. For example, leather chestplate gives 3 points of armor. In its tooltip it will say +3 armor. Chain boots will say +1 armor. Diamond leggings will say +6 armor etc.
The reason for adding this is giving map makers the ability to create custom armor and custom mobs with natural armor.
Note that this would work like any other attribute, so you can assign the modifier to any item, meaning that you can use blocks for "custom helmets".
Now you probably think that if you held a piece of armor you would get its protection.
Fortunately, in 1.9, there is an option to specify a slot an item needs to be put in to give attribute modification.
The following command will give you leather boots with 40 armor points, which is double the protection of full diamond armor.
Probably, but this one is simpler than Custom Items and allows assigning custom values to existing armor, without the need to make textures and everything else. There are attributes for movement speed, maximum health, attack damage, so I think this one would fit nicely with those. This was meant to be attribute system improvement.
