I see. Very useful. Being a torch places certain spatial limits on it, and it's got a little crafting balance. Still, say I make a stack of them (2 blaze rods, 2 slimeballs, and 4 glowstone dust is not that expensive) and put them through a cavern. That takes pretty much all surprise out of that cave system and makes it so that there's hard-to-remove glowing lights everywhere below my vision when I'm on the surface.

I like this idea, it is simple but clever and I can see quite a few circumstances this could be used. How bright is it? Is it like a normal torch or a redstone torch?

I believe you got the wrong idea.
The first thing I would like to state is that it works on both players and mobs.
Now for how it works let me use and example.
Say a player walks into the 7 block radius of the torch. The player will glow forever while they are in the 7 block radius. However, if the player leaves the 7 block radius, the player will stop glowing. (PS: These work the same for mobs)

You could use this around your fortified base in SMP and SSP for fun XD, unless you are playing factions, that would be cool!
I really think they need to reflect the recipe. In my opinion the torches should at like a tiny beacon constantly giving the mob a five tick countdown. This balances the issue of making the spectral arrows redundant. The only problem I can think of would be lag but I'm no expert. Anyway Partial Support.

You make an interesting point about beacons though: Maybe instead of torches, it could be an option on beacons to give the glowing effect instead of the usual fare! Honestly, now that I think about it, that would probably be more likely.
Not so sure I'm a fan... But I'm also not sure on the output of the crafting recipe. If that recipe outputs only a single torch, in my opinion the torch is certainly not worth my investment and I will take my chances with the normal torches that are both cheap, and get the job done well enough.
Another thought -- We all know how torches are SUPPOSED to light up the area surrounding them within a certain radius, so what is the point in lighting up a mob thats already in a lighted area via the torch? Its just lighting up whats already lit. Because, if I'm understanding this correctly, the light surrounding the mob will go out when the mob leaves the 7 block radius.

Anyways Support. Good idea, I like the crafting recipe too. This would actually be a helpful tool if you are looking to see if, lets say players are in your house, or mobs by your buildings (creeper detector )
