Moss can grow upside down, on walls, on the ground, and has the same shape as carpet. It comes in five colours: Green, yellow, red, brown and blue. Each biome uses one of these moss colours (more detail below). Moss spawns naturally in caves, and rarely on exposed stone in some places (more detail below as well). Moss can be walked through like a pressure plate.
Moss spreads like grass, but only on stone, not andesite, diorite, etc. It can be placed on any block however, but won't grow unless the block is stone. Moss WILL NOT spread onto ores, so you will still be able to see them. Moss will be fully opaque and will be washed away by water. It can be collected with shears and placed on any block that isn't transparent.

Weeds are plants that can grow over growing crops (e.g: if you are growing carrots, there might be a 1/12 chance of a weed growing throughout the entire time.) Weeds can be killed with a "weed whacker" (recipe below) by left clicking on the crop. Weed whackers cannot kill crops, only weeds. Weeds will grow at a rapid speed (In around a day), and then proceed to spread more weeds on still growing crops. Weeds have three distinct stages. Each takes around 4 minutes in real life. The first shows a small weed in the centre of the crop. The second has the weed much larger, but weed whacking it will still let the crop survive. The third one has the original crop removed, and killing it leaves dirt behind. Then there is the germination stage. When weeds have germinated more than a day ago, they become dead bushes, turning the farmland underneath them into coarse dirt. Weeds, when dead as bushes, have a 1/3 chance of dropping "weed seeds" which can be planted on farmland, dirt or coarse dirt, or even to grief other people's farms!
Additionally, dead weeds have a 1 in 10 chance of dropping an 'exotic fruit,' a special fruit which has multiple effects.

I've always liked the idea of more cave life, and your moss idea is almost perfect in my opinion. The only thing I'm iffy on is that i don't know how fast the moss will grow.

I'd just like to point out that mossy cobble is already renewable, as of 1.8 it's craftable with cobble and vines, vines can be grown on any block and harvested with shears. Cobble can be generated with lava and water.
The idea seems nice, it would be good to have something to decorate ceilings without changing the block.

The moss bit is an interesting idea. The weeds, not so much. In order to keep a garden going, one would need to constantly
and consistantly investigate the entire area to ensure proper growth. This would take a large amount of time to even
investigate each crop on a 4x4 plot and would also deter players from creating larger gardens, which is usually the theme
to any minecraft garden.
Even at 1/10 of a chance it would be safe to assume at least 3 to 4 weeds per 10 effeciently
making up roughly 30-40% weeds. So out of a full sized garden from one source generating 56 (I believe) plots, there
would be at least 15-30 weeds.
For moss 90% support for sheer interesting uniqueness
For weeds 0% Support for hassle and micromanagement
Overall 35% support

Not too sure. Umm... a cookie! Nah I'm just kidding. The only reason I am at 90% is due to lack of usefulness and the overall
use of it. Remember this is only a representation of the 10% The other 90% is a cool decoration and the extra bit of cave life.

Moss should not grow on ceilings or places with no light as moss is a living thing and ONLY grows where it has light. Otherwise it dies.
I don't mean to be unapproachable. I accept critiques and suggestions well, so please, by all means, make as many suggestions as you would like.
That is actually incorrect. Most types of moss do not actually require a light source to live nor grow. There even a few types
that actually produce their own CO2 to survive.
On topic I'm not actually too fond of making mossy cobble renewable. I think it should keep it's rarity and uniqueness.
That's just what I think though. The add-on from a general perspective would grant you that extra building material
and make castle builds in survival easier.

Isn't mossy cobble craftable with vines, Wich are renewable.
I support it 90% because it should spread on the other stones.
