Since this is more or less a mapmaker-oriented item, why should it be craftable? It's not like they're making the maps in survival mode or anything. I can't think of any particular use for this in survival mode, so I don't see why it should be craftable.
Besides that, the suggestion is actually pretty good for an easy way to limit usable space in any inventory grid.
Since it is a mapmaker oriented item, I would normally say to not be craftable buuuut I bet those hardcore redstoners would find a way to make something crazy with it in survival somehow. Possibly some kind of super advanced sorting mechanism.

Ever had something (or somebody) on your railroad that you did not want there?
To clarify, unless a plate has a CannotBeMoved tag, it can be moved by anyone.
If someone is in adventure, they cannot move plates with a CannotBeMoved tag, but creative players may move them freely.
Then why not just use any other item with the CannotBeMoved tag ?
Basically, this reduces the gold plate to adding an item which ... does absolutely nothing by itself unless you ALSO use a command.
The desired feature is mapmaker feature. Look at all the commands added specifically to please mapmakers. Did that go through the addition of a plethora of totally useless items that do absolutely nothing in adventure mode unless a *command* modified these special items ? No. It is done directly through commands and directly on the useful items / entities.
The desired feature is not for immovable items but for slots to be lockable/unlockable. Just add a command which allows better configuring of player and container inventories.
i.e. instead of
Step 1 - Add a useless item in some inventory slot
Step 2 - Add a command to make the item unmovable so that the inventory slot is now "locked"
Just have this instead :
Step 1 - Add a command to lock/hide inventory slots. Basically, the base item slot class gets a TRUE/FALSE value for "use vs hide", which will automatically affect everything with an inventory from player to blocks.
Maybe locked inventory slots would be simply not shown or something like that, but deciding to going through an item here, a gold plate or whatever else, that is a totally superflous step.
In fact, a command would be much more useful, because instead of having to lock (or unlock) each and every single inventory slot one at a time, a single command could do the job in one shot for an entire inventory (or part of it).
A way for mapmakers to customize inventory sizes: Support.
But doing that feature through an item : No support.
To simply put it, a gold plate is an item that cannot be moved and effectively seals off an inventory slot from any container.
Features:
-Gold plates cannot be moved by hoppers.
-Droppers and dispensers cannot eject gold plates.
-Players in adventure cannot move gold plates.
-Gold plates cannot be stacked.
-Gold plates are available only from the creative inventory or /give command.
Possible Uses:
-Adventure mapmakers can use plates to make hoppers have only one slot.
-Chests could be filled with plates except for special input slots.
-Player's inventories or hotbars could be shortened for adventure mode.
-And any other possibility that someone can conceive.
Texture:
EDIT: Changed the final use to be more open-ended. This is a SUGGESTED USE, not a function of the item itself.

It's a good suggestion, but seeing how it's mostly used for Adventure mode and Maps, this should have no crafting recipe.
