This looks great, and the current hardly existent water changes in biomes could use a little more realism. I especially approve of the water in caves being transparent.

This is a great idea! Until you mentioned this I hadn't thought that underground water shouldn't be bright blue... I'm a big fan of aesthetic changes, and this would be awesome if it was implemented. In case you can't tell, Full Support.
I do like this idea, however, you can kinda do this using texture packs and also using a Shaders Mod. (Example: Sonic Ether's Unbelievable Shaders Mod)

Saying no support (If that's what you're saying) for it being a mod isn't a valid reason. Almost everything has been turned into a mod. You also cannot do this with resource packs, as you cannot change water color dependent on biome, swamp colors, or colors dependent on surrounding objects.

Well. I've actually looked through one I used to use a year ago (1 - 1 1/2 years) and I noticed there was a texture for leaf colour on trees AND a texture for water colours. So technically you can fix that with a texture pack.
P.S. If you're wondering what version of MC the pack was for, it was for 1.7.x

I know, what I meant is you cannot change it to multiple different colors based off of biomes, location, etc.
Sorry dude, good idea, but no support. I'm quite tired of Mojang changing the textures on items that don't need a change *cough cobble cough* *cough*dirt*cough* cough*reed*cough*
The nostalgic within me says no because 1: There's nothing wrong with the current texture and 2: Texture doesn't need to be changed, it's fine how it is.
This would only work if it was confirguable, and is set off by default. The main reason this wouldn't work either is that eventually, just like the 3D item floating (I hate it) it will become unconfigurable and we will be forced to use another annoying and bad looking feature.
So, what you're saying is "We shouldn't change the texture because then it won't look like the old texture".

My texture pack does something like this to water using mcpatchers' custom colors. The colors are in a gradient done by temperature/humidity.
"Neutral" water, in rivers and oceans
The more humid an area is, the greener the water becomes. This is a forest (birch forests have more neutral water).
Mushroom biomes and jungles have the greenest water.
Very cold water becomes a deep blue.
Dryer biomes have clearer, muddier water. The desert is an extreme example (this water is also in mesas and savannas).
This is just shown as a concept for the suggestion. I would like to see more color variation for water according to height as well (perhaps tied to sea level instead of a fixed height).

This is exactly what I mean, except the addition of shading for different time.
All water is pretty much the same color.
We want to change that so they have a more variety of colors dependent on biome, so they look nicer, and the water fits a bit better to the biome.
