I know Mojang has thought of adding more magic into the game over time, but a serious barrier has been blocking the big issue. How to handle spells and spellcrafting? I think several ideas together should do the trick.
Source: Octarine. Considered the color like no other and the color of magic by Discworld and others. Getting would be somewhat easy. Using it would be another matter that would literally be a work of art. The Octarine Block would be crafted in the standard 3x3 crafting grid using a shapeless recipe of 9 different dyes. No two of which could repeat. The block itself would have a constantly changing color to represent the full spectrum. To obtain Mana (your energy source) you would smelt the block in a Furnace and place a Bucket in the fuel slot before it completes a cycle (like with Wet Sponges). This would give you a Mana Bucket. When used you would place the Mana like any other liquid. It would be the finite type like Lava is now. You would also get another item that would be useful in the new magic system in several ways (I'm leaning Crystallized Magic for the name). This may also use the spectrum shifting.
Spellcrafting: Ever play with Runecraft, Runic Dust, or Blood Magic? If you have this may seem a bit familiar as you will literally be building your spell. This would require placing Octarine Blocks in various shapes and patterns to give your spell its properties (element, type of area, etc.). More complex spells would either need to be built vertically or could use some kind of connector to continue the line of recognition. The structure would always need a special block called a Spellbinder included. This block would be made from 9 Crystallized Magic, but wouldn't need to be a storage block. To bind a spell structure for actual use you would click on this with a Spell Lens (which would be a Crystallized Magic surrounded by Glass in the grid). It's default color would be clear like Glass. Feel free to pre-dye your lens with Stained Glass! Now it will have the properties of your spell written on it with NBT tags and would show them like how Fireworks do. Under the structure would be a literal Mana pool. Every time you use your spell the Spellbinder would seek downward for a source block of Mana and consume it.
Further Limits: This system would not support automatic chunk loading. If you are out of range of a spell structure enough that the chunk unloads it will no longer recognize it. Inter-dimensional recognition would also not be supported. The idea is to draw power from the land and attune to it. This would also discourage kiting bosses with damaging spells as it would be inconvenient and both full bosses can wreck your treasured spell structure in seconds. You can have multiple spells, but Spell Lenses wouldn't stack and each would need to be bound to a different spell structure.
I will try to further this concept over time. If people like it I can even try to add pictures for illustration.

If regular is Vanilla then what flavor is your Minecraft?
I recently made a suggestion about crafting spells out of ores, but building your spells? LOVE IT! Its only as far'fetched as a Nether Portal too!
Here's an idea to improve your suggestion: try making a Resource Pack replacing some textures with the Octarine Block, Mana, Crystalized Magic, Spellbinder, and Spell Lens, as well as visualize crafting recipes. Would make the suggestion a lot cleaner!

I'm still preparing things like that. Right now I'm in the brainstorming phase. I just came up with an idea last night that would make constructed spells more compact and a bit more intuitive. Part of imbuing your spells with aspects and effects could be done with placing related items into Item Frames that are on the Spellbinder block. Spellbinders would need to have at least one face touching the Octarine Blocks, so adding an effect to every side would be impossible. You could add more Spellbinders to add more effects, but for every Spellbinder attached it would consume one more unit of Mana. This would somewhat scale their power with cost.

If regular is Vanilla then what flavor is your Minecraft?
I'm not sure if Item Frames are the best way of doing things, or even possible with the current Item Frame Mechanics. In addition, Item Frames are not blocks - they can take up the same space as a block without conflicting. Perhaps a Spellbinder can have a menu, like the Beacon, that allows players to do this.

I was in a GUI-free mood at the time, but a Spellbinder with a system included to track your spell's stats could help in keeping it more compact and smooth. You'd have to sneak-click to bind for sure in that case, but that would be a minor detail that's already supported in-game. When I can get a few thing together I can start on some early visuals to help clean up the thread. Brainstorming can be messy sometimes, but it's highly rewarding in the end. I've seen how even some early ideas from Mojang needed some serious cleaning. Look where we are now.
