Mojang's way of implementing legit mob heads is beyond stupid (some people haven't seen a charged creeper ever and have played since they were implemented, and I'm one of them).
Yeah, tons of features are impractical, impossible, or just pointless in survival.
strongholds (with no chance of surface generation)/the end/defeating the ender dragon
defeating the wither/beacons (too hard to get, to expensive to make, but very op in a very small area)
ocean temple/defeating elder guardian
the minecart system
the enchanting system (generally.... but you pretty much lose all XP on death, need a farm/trading for bookshelves, and enchanting at high levels isn't worth it)
the potion system (good luck getting blaze rods if a nether fortress is not nearby your portal)
wolves (the AI still sucks, can't keep up with you to fight, jump in front of your sword, rely on teleporting, get distracted by skeletons)
cats (they are basically like anti-creeper totems that have annoying sounds)
anvil (because of exponential XP requirements, and too expensive)
villagers (house detection is bad, villages are always small, village is under-lit and missing doors on some houses, iron golems commonly don't spawn)
probably more I'm forgetting
Enchantment rarity: As rare as Fortune. Minimum XP level required to enchant: Level 15 What it does: Creepers, skeletons, zombies, and players have an 0.5% chance of dropping their heads.
Soo.... get 8 bookshelves+......
and gain+keep 15 levels....
for 20% (or less) chance......
to get an enchantment on a diamond sword (because any other tool will likely break before 1 head drop)..... which you have to fully deplete, to get 8 mob heads.
I think this would result in what we have now, no chace of ever legitimately obtaining skulls in survival (especially if that's not your goal).
Why not just give mobs a flat 0.5% to drop heads? Why not slightly increase that with sharpness (say, to 1%.... lower it if smite is present)instead of a new enchantment?

Hey, I'm just stating the obvious here, they add new things to the game as a WIP, never finish them, and then move on to something else. That doesn't mean I 'hate' the game..... just that it's poorly fleshed out. Like how furnace minecarts are pretty much useless and shaders are still just a "Super Secret Settings" button like when they were added in the snapshots (rather than stackable and full-featured GLSL shaders). Mojang has absolutely no development direction.
Relating to this, Jeb had skeleton heads done over 2 years ago.... and they [non-wither heads] were not attainable in survival at all until recently when 1.8 was released. That requires a charged creeper, though, so not really attainable and here we are.
Silly me for thinking it should just be some rare drop instead of some basically impossible task (that is also destructive) or some unneeded and underpowered enchantment.

the minecart system Obviously you have never used a minecart system. Use them for monorail tours around your base, rollercoasters, use the furnace minecarts for transporting villagers. Plenty of stuff here

I agree that some of the enchants aren't really necessary but who's to say they don't like looting, fortune or effiency? Or how about silktouch? All very useful.
