I did a few searches for this idea when it sprung into my head and unfortunately the only results were for a few poorly-thought-out ideas, so I decided to try writing one up of my own and see how good it looked.
It seems odd that you can have a portal to the underworld sitting in your base or home or whatever and suffer no ill effects from it. A gateway to the realm of the damned ought to act as threatening as it sounds. Over time, the portal will convert stone, dirt and grass within a 20 diameter radius around the portal blocks into netherrack and soul sand respectively, starting from the middle and expanding outwards. Tall grass blocks will also be converted to nether wart if the block below it is turned to soul sand. This starts at the middle of the portal and expands outward as the infection goes, but stops 10 blocks away from the portal block.
Stone brick blocks will slowly crack and get overgrown by moss, as is cobblestone.
Wood will have vines appear on it.
Ores would turn to nether quartz.
Most other materials are fine and unharmed from the infection, with obsidian (not including the portal frame) stopping the expansion of infection.
In addition, when the player stands inside the infection radius of a portal for too long, it starts acting as a spawner for more hostile mobs rather than just zombie pigmen. Magma cubes will begin to spawn once the player has been around the portal for about 30 seconds, and blazes at 50. Ghasts spawn extremely rarely at around 120 seconds, and only in portals bigger than 6x6. I'm not sure who would stand around a portal for two minutes, but they're in for it. Tiny magma cubes spawn passively at the same rate as zombie pigmen as well.
All of these mobs have a random chance to spawn every tick, and the chance goes up the longer you stand by the portal. However, the mobs only have a 1% chance of dropping a single item of what they usually drop, to prevent endless portal spawner traps, and the spawn rate caps at one mob per thirty seconds. Note that this is per portal BLOCK, not per portal, as the portal blocks are separate from each other.
The portal will also in a lightning storm frequently call down lightning nearby if it's above y=64, and spawns ghasts at a rate of one per minute if only one block (not including portal blocks, but including the obsidian frame) separates it from the sky.
None of these effects occur in the nether as it would be redundant with the corruption mechanic, silly with the mob spawning, and impossible with the lightning storm effects. Mapmakes will also gain a new gamerule: evilPortals. By default this is on, and turning it off removes these extra features from the portals.
Is this okay?
And yes the entire purpose is to prevent people from keeping a portal in their bedroom without some safety precautions. It's a better idea to invest in a portal room that keeps it a bit away from your main living areas.
I guess it makes sense that the gateway into a world of fire and death could be dangerous. I dont think other ores should be converted into nether quartz. There should also be a setting to turn this off for map-makers. Other than that, Support.
This may be a bit hard to code with the wide variety of nether portal sizes you can create, and although it could make sense, it makes things a bit annoying having to put your portal far from your house and have to walk to and from it when you can just go downstairs and hop into it. Plus the fact that you could farm the generated blocks.

It's not hard to code at all, at least relatively. Nether portal blocks simply have a spherical radius around them that alters blocks into nether variants if they're next to obsidian or other nether blocks, and if the player's also within that radius then the portal starts spawning mobs far more frequently after a bit of time. Netherrack isn't a very important material, and quartz is purely decorative, not that you can make any more ore blocks than there are already in the world. Why would you put a portal to hell in your basement? At least this encourages players to dig out a chamber or seal the portal room with obsidian.

I'll add something about a gamerule to turn it off, that's an excellent idea I should have thought of Turning ores into nether quartz is mostly to fit into the netherrack that'll be infecting stuff, and also because nether quartz is purely decorative and not functional in any way other than making a couple of redstone tools, and you'd have mined out any ores you could find in the area when you made the portal chamber anyways, right?

That sounds like more of a lore or theory, do you have this written in any official way (The Wiki, Jeb/Dinnerbone/etc.s Twitter) If not, then it's just a theory.

ill support it i think that there should be things like this happen as you are opening a door to the underworld (punching a hole thru space and time as well!) the mob spawning thing is a good idea although the ghasts are to clumsy to spawn in a portal room i think they should be left out also why would the fire and lava cause moss in stonebricks and cobblestone? it should be something dry not wet (although i don't know what in the game would be dry for this instance)

How about you just make your nether portal however you think it should look? No support simply because I think a portal should be a portal, and remain a portal. Leave it up to the builder to dress their portal up however they see fit.

No, they're related because they have the exact same visuals, and the portals are made from a material that's prominent in the End and completely absent from the Nether.
The exploding seeds thing is actually from a Game Theory video. It's pretty interesting; you should check it out. Although you apparently despise speculating about games with every fiber of your being, so.

I think you got obsidian mixed up with endstone... Obsidian exists in real life, and is creatable in the overworld. If it was exclusive to the end, then yes. But the only reason why the pillars are made of obsidian is to ruin the idea of just mining all the way up to them. And no, I don't despise this, it's just that the theories and evidence are a bit... off in my opinion. I don't think that's it's enough to relate the two.
