I don't want them to spawn with armor. 'Nor did I come up with this suggestion to make them more defensive. Only to be able to wear it via commands. That way adventure map makers could customize them. If armor is a problem, they can lower their health to even it out. They will NOT put it on or naturally spawn with it. Creepers are easy to deal with, anyways.
This sounds interesting. What if a creeper wearing a Blast Protection enchanted piece of armor had a less nasty explosion? You could make it so a creeper with an item in it's hand with Fire Aspect to have a larger explosion. To make this invisible just make them hold a barrier block (since they have no texture), if you plan on making any held items render that is.
Edit: sharpness on a held item could make it so that if it happens to be a charged creeper, the explosion will be even larger. (ie: by default, charged creepers have twice the explosion size. you could bump this up to 3+ times the explosion multiplier). This change should be applied after the effects of Blast Resistance or Fire_Aspect are applied.

I don't think they can render items (Unless they held them in their mouth ) And adventure map makers can already make mobs invisible and modify the intensity of explosions.

The mouth thing sounds fun. I forgot how modifiable mob stats are now, so I guess the enchantments wouldn't be breaking any new ground. One thing that comes to mind is allowing them to hold a firework in their mouth to change the explosion animation (the would still be explosive, of course, and creepy). Creepers that explode as a green creeper face sounds like fun.

Yeah, I was thinking that, although, TheWoodGames, you said it would make them harder, but that wasn't my reason. (Although, you can modify your world with command blocks to make them harder. ) And I guess that will make some adventure maps harder.
I like this idea. The only thing that confused me was, will the armor give them defense? Or is it purely for decoration? Anyway, this adds lots of customization,

It DOES give them defense, but that isn't my intention. It's for adventure map makers, and thus they can lower the health too, to even out the defense Creepers would get.

Major formatting update. Due to one of the 1.8 update releases I was finally able to update the charged Creeper picture, 'thus 100% removing the Creeper's charged layer being their armor layer problem. I also got MUCH better pictures uploaded, they're all the same size, angle, and ratio, and smaller and take up less room. All thanks to this little studio I created in Minecraft, made just for armoring Creepers:
I also added some information about some current problems and how they are already fixed. Once again reformatted (I think this is the last time, I finally got it the way I think is very clear, and easy to read.) I also managed to make a cool banner! It's animated! You can see it at the end of the post or in my signature. So if you want, you can put one in your signature! Thanks for all the support, and I hope this truly gets added. Maybe i'll make a mod if I ever get around to learning Java...

Nice idea, but it would most likely have to be with all mobs, and I was hoping if it did get added, it would be just one or the other.
