Rather than being hardcoded based on coordinates in a world seed, biomes could be dynamically determined by the blocks in an area, and their height in the world.
With dynamic biomes, the game would scan the blocks in an area, and determine the biome based on those blocks.
World generation would be unchanged. All the biomes would still generate as they do now, and all their contents and properties would be the same; the biome just wouldn't be fixed to the seed.
This overhaul would "unlock" the world, and make it fully changeable. Players would be able to actually terraform areas into different biomes, rather than just make them look different.
The requirements for an area to change into another biome would have to be very high, so that players don't do something like accidentally change their local plains into a desert with a path of sand. Basically, players would have to deliberately and extensively terraform a large portion of the landscape to actually change the biome.
Biomes will be restricted to their respective dimensions. Players would not be able to make an overworld biome in the Nether or End, and vice versa.
If a large enough area does not fit the criteria to be any natural biome (such as in an empty map), that area will have no biome. This "unspecified" biome would function like plains.
Wouldn't the blocks there still be seed determined, so the biomes would always be the same?

I think this is a good idea, although the requirements seem so massive that a world editor would be required to completely change a biome. And also, would an entire biome have to be changed or just a section to turn it into another biome?

Most of a biome's blocks would have to be changed to convert it. Biomes will be capable of having sections taken out or expanded, so their shapes will not be static.
I think I'll just make a graphic. This idea is proving to be difficult to put into words.
how about the hotter the biome the harder to cool down like a desert needs more cold biome terraforming to be turned to a snowy taiga and a forest takes less terraforming to turn to a snowy taiga and vise versa

Hmm, I think I like that. However, requiring different amounts of change per biome could be seen as an annoyance/inconsistency to players. I've found that people like knowing what to expect, so having the same rules for all biomes might be better received by the player base.
hmm yes this is a problem perhaps a option to toggle that and a option to toggle the entire dynamic biomes thing so server minigames don't get messed up with them like it may mess up a server's minigame map (like a desert style biome with snow golems or something)

Having seen the graphic I can no definitely say I support this idea, but it should probably be harder and/or impossible to turn biomes with huge temperature differences into each other desert into snow, jungle into taiga etc.
also how would a desert be distinguished from a beach?
