Some blocks such as stairs and wood logs, have a different orientation depending on how they are placed. If this were applied to slabs, it would create new possibilities for building. Seeing as it is already possible to do this with some blocks, I don't think it would be difficult to accomplish. It would also not require any new crafting recipes, since they already exist. Is it necessary? Perhaps not, but I feel the addition of sideways slabs would generate many new building ideas.
I searched and found one post about 3 years ago in relation to this, so I didn't find any harm revisiting the idea.

I think it has not been implemented because it may be easier to turn blocks upside down or place them on their sides when they have more regular sizes such as standard logs or stairs because they take up the entire block space. Every block is already divided into two pieces to allow for slabs to exist at all, and allowing slabs to be put on their sides would require four new orientations for any block (north, south, east, and west sides of the block), dividing it into 8 pieces. It may be too complicated for the game or Mojang simply has not implemented it, I don't know. I think it is a good idea that would increase the potential for building, however. I will support

Right now there is a mod for it called forge micro-blocks it allows you to orientate the slab any-which-way. And (as with the horses) the modders are willing to add things into the game perma-wise

I have seen micro-blocks before, I just think think this is something that should be in vanilla minecraft.

its a thing that gives new opportunities for building and doesnt have any cons - that is enough for me to support it
The only negative I can think of would be in the coding. Although I'm willing to bet they've coded far more difficult things.

I've been asking for vertical slabs for years. It's an obvious hole in the current construction toolset that needs to be filled. After horizontal half-blocks were introduced, vertical half-blocks were the natural progression, and it's absurd that they still haven't been included. For that, unfortunately, we have Notch to blame. From what I hear, he never liked the half-blocks and before giving up control of the game, he asked them never to add in vertical slabs. But I think Minecraft has moved well beyond Notch's vision, having included more community-inspired things than I can count, and it's high time we ignore Notch's ridiculous wishes on this matter and finally add vertical slabs into the game. The existing slabs have been a massive hit with the players and have opened up a huge range of new building options, and being able to orient the slabs vertically would do the same.
I support, shouldn't be much of a problem because there is enough data values to have each slab oriented in each of the possible ways. I could see many applications for everything for traps to just adding style to a build.

Support.
I can't imagine the coding is more difficult than signs or mobs.
This is also useful for defense, shoot out of a smaller hole/ window, lot harder shooting in.
