my biome idea is a huge amount of UNDERWATER villages, next to eatchother. there are new mobs that i will make a new thread for and a new item, that i also will make a new thread for. but the houses in the villages will be connected by naturally occouring glass tunnels. a new building would be a green dome. there will be a huge dome that has trees and non-hostile mob spawners ( pigs, cows, sheep, horses, and chickens )
Mobs:
so the first mob in the flood biome would be a survivor. it is basically a villager with a gamer- style body. it would only spawn on wreckage that spawns ontop of the water.
next mob : underwater dweller. these mobs will have player bodies also, but have little gray boxes on their skin. these have a line of pixles , leading to a mask instead of their nose.
last mob: whale. a whale would be 3x the size of the ender dragon and is basically just that: a huge underwater, blue, enderdragon! ( with no wings of course! )
Still this is awfully vague. What blocks will compose these structures and this biome? And I don't see any use for animal spawners.
Answers in order: 1, the villages would be the same as normal ones but the wood, cobble, and glass would be replaced by dark prisamrite ( the stuff ocean monuments are made of )

An underwater glass dome with tunnels... more of a mod thing; I don't think this fits the feel of vanilla Minecraft. Not that it isn't cool, it's just not in keeping with everything else we've got so far.
A villager you get to rescue from the wreckage, and/or a swimming person you fight? Not my cup of tea, but describe them better and maybe I could be persuaded.

Firstly, the major danger of the Ender Dragon is his ability to destroy blocks, and it has been flat-out stated that this will not happen in the main world (for obvious reasons, amply demonstrated by one of the devs letting an ender dragon loose on the world). Secondly, even take away that... what the hell is an end-game-boss-level baddie doing in the real world in a place you might easily stumble upon while randomly roaming the world?? Three times his size is bigger than you may think, especially given the scale of most Minecraft oceans - poor thing would hardly have room to turn around! AND we've already got a new ocean boss monster thing coming out in the next update, AND why would an end-game-boss-level baddie be, of all things, a WHALE?
Whales may be technically capable of harming you, but they're hardly predator types (at least when it comes to people-size prey). At least, when we think sharks, we think danger, but when we think whales, we think "Hey, let's pay money to take a boat out and take pictures and stuff!" The only reason to think of a whale as a threat is because of their size, which, as I mentioned, isn't really feasible in the current Minecraft scale setups.
So, no, as far as Boss Whale, my vote is Absolutely Not. As far as the rest, I could see some interesting bits, but you'd really have to develop this better before I'd be willing to vote even a mild support.

well, the whale would have 800 hearts, it will ONLY destroy underwater villages, underwater villages and whales would be EXTREAMLY RARE!!!!!!! if you destroied the whale, you would get a portal placed in the u-villages greenhouse. the portal leads to a water world that has LOTS of new items ( witch i am developing on pen and paper ) , all the normal vinalla mobs would not even spawn here. the only thing that would spawn here would be: baby whales. if you kill a baby whale( 50 hearts) you get a whale skin. if you smelt this you get whale leather. this can be conbined with iorn ingots to make whale armor. 2x the strength of full diamond armor. there would be tiny islands ( 20 blocks by 20 blocks) with little witch huts on them and a portal back to the overworld.

You're not making the proposal better (except as a mod, so go propose it on the mod forum and good luck!).
An extremely rare main-world boss monster who leads to a special dimension with double-diamond-strength armor. This sort of thing just does not fit with my conception of Minecraft. Besides which, if the biome that has underwater villages is neat, but the boss monster destroys them, can you say rage quit?
