An underwater serpent that adds another ingredient for invisibility potions: Serpent Scales, and a new food: Serpent Fillet.
The Fillet gives you 5 Hunger, becoming the best food so far (not including the rabbit soup snapshot)
Serpent has 30 hearts, the ability to dig blocks, is as fast as the player, and has 3 attacks: Electric Jolt, Bite, and lashing it's tail.
Jolt does 3 hearts of damage on hard, gives you slowness 2 and blindness for 5 seconds then progresses to slowness 1 for 3 seconds, can only be used when within 4 blocks of Serpent.
Bite gives you slowness 4 for 2 seconds, and does 7 damage on hard.
Lashing it's tail is only effective if you're 5 blocks away exactly, and does 3 damage on hard.
Serpent will try to find water if somehow stranded on land, and after 10 seconds will take damage equal to the squid.
Serpent takes damage instantly on desert sand if beaches itself.
If found on ice it takes half damage.
In cold biomes it takes half damage and gets slowness 1.
If on snow, it takes 1 heart of damage every 5 seconds.
It can not be tamed, it may be ridden but acts like a horse when you try to and throws you off every time.
It will not fit into a minecart.
Fast attack speed, able to attack once every 4 ticks.
Three sizes.
Baby. Half a block wide, 4 blocks long. Half hearts. Half normal damage, half drops, half attack radius. Will progress to adult size in 50 Minecraft days. As common as squids. Cannot jolt players.
Adult. A block and a half wide. 12 blocks long. 7% chance it will progress to lockness size in 300 Minecraft days.
Lockness. Final form. 4 Blocks wide. 30 Blocks long. 200% hearts, attack, radius, drops, and effects from jolts last 3 times as long.
All are hostile towards squids, making them now scarce.
This sounds like a boss mob, and is definitely unbalanced and unfitting for the game. Considering its size, it is way too OP. No normal hostile mobs should have the ability to morph their form or dig through blocks.

Seems like something a boss mob would do, only Cave Spiders and Wither Skellys can inflict stats effects and both are pretty rare...
Bite gives you slowness 4 for 2 seconds, and does 7 damage on hard. Slowness IV is a little OP and with 7 damage on hard, you can die pretty quickly.
Lashing it's tail is only effective if you're 5 blocks away exactly, and does 3 damage on hard. I assume the knockback is nasty, as 3 damage isn't much to a player with Enchanted armor.
