Dynamite can be thrown a small distance where it will explode after 2 seconds, damage all mobs within a 2 block radius and knock back mobs further away
4 pieces are crafted from one block of TNT .It damages mobs next to it by 75% and those just in its radius by half . Note that it cannot destroy blocks .

I dont see any problem with throwable tnt, it is implemented in a mod I frequently use that has this and a lot of other things that I see suggested on here often. I would suggest taking a look, it's a rather good mod.
I think its should be dropped by creepers for 0-2 items, a single sand and gunpowder could be crafted into 2 sticks, a block of TNT into 9 sticks and back for the recipes. It could be fired out of dispensers or thrown similar to eggs or snowballs. When it hits a block or mob, it explodes with a smaller explosion than creepers. When thrown, it plays the entity.tnt.primed sound. It would not affect cobbles or things with a blast resistance of 6 or higher, but could damage netherrack, sand, gravel, dirt, sandstone, or wooden items. If it hits a block of TNT, it primes the TNT block. If it hits a creeper, it sets the tag "Ignited" for that creeper to 1 where it is primed as if flint and steel was used on it.
I don't really like this idea.
If we are to destroy blocks, it should have one of the following flaws:
1. Need of preparation (TNT cannons, slimeblock mining drills);
2. Very short range (conventional breaking with hands and pickaxes);
3. Limited (but steady) access;
I don't want to see them available from extremely expensive netherite that has to be intentionally dug for long time, I'd rather see them made from stuff with limited use, collected as "side product" and from cheap materials - for example, made from quartz collected for experience, rare drop from creepers (akin to Rabbit's Foot), and ghast tears, so that you cannot spam with that stuff all time on your way, but also that does not require prodigious amounts of work to obtain.

The best pickaxes enchanted with efficiency 5 combined with haste from their armors can make me instamine lots of stone very rapidly without wearing down the tool.

Well, the mining method has to have a flaw so that it doesn't outshine the other ones.
I don't know how, but I overlooked that it cannot break blocks - and in such case, it is going to overlap with rocket crossbow severely.
Crossbow is available rather easily, needing just iron (second most common ore) and two strings (kill a spider or a couple).
Firework need just modest amounts of paper, and sugar cane is present in most biomes, dye, made from flowers that grow everywhere with dirt, and gunpowder with just as much requirements as TNT.
Dynamite is in almost all cases used as demolition tool, hardly ever as nades.
