I absolutely love command blocks and I have always tried to think of a way to craft them in Survival Mode, and I have come up with one.
Also before you comment about needing to be OP then it is okay because if you craft it you would be OP'ed to whatever command blocks you craft, which also would help with griefing and trolling
In first image I have picture of crafting recipe for the core, represented by a name tag named, 'Command Core'. It is made with assorted redstone items.
In second image I use a command block to represent the 'Command Block Shell'. It is made with Hardened Clay surrounding a piece of redstone.
Absolutely no. Those recipes are extremely easy to make, and command blocks should not be obtainable in survival. If you do want to use certain commands and toggle gamerules, feel free to do so, but these should be a creative-only item.
This is not a good idea. If you're on a server, then people can just build their own command blocks and do whatever the heck they want. They can make themselves be in creative mode, give themselves whatever they want, kill whoever they want (as of 1.8), clear other player's inventories, the possibilities are endless for trolls. And they wouldn't have to worry about admins banning them, as they could have the command blocks on a clock that repeatedly kills the admins every tick. And the admins wouldn't know who...
Finally, in SSP, this would be severely overpowered. Let's see, the required materials for the complete command block are:
6 smooth stone
4 sticks
16 redstone dust
5 cobblestone
11 wood planks
6 iron
8 stained clay
This really isn't that much. Gamemoding yourself in survival, done. You beat the ender dragon and the wither in hardcore mode without batting an eye. But the main reason I'm against this is because of the fact that it can be crafted at all. This would be a nightmare in SMP.

I didn't really put much thought into this, so as you pointed out, you could do this without killing any of the bosses, so if this could be added at all, I think I would add a dragon egg and nether star in the recipe! Thanks for the feedback!

Let's see...in SSP, you would have to beat both bosses, effectively beating the game, and gamemoding yourself could be like approaching some sort of nirvana.
In SMP, the server admin could kill the ender dragon and destroy the dragon egg so no one could have it, thereby disabling the ability to craft it on servers.
Wow, problems solved so quickly. Good thinking! However, what would you use it for in survival? I don't see any new aspect it adds to the game to make it more fun.

I would personally use it for some sort of machine, or to get rid of certain mobs Either, either it could still be dangerous in SMP if you set up a 1-tick clocks that does /kill @a or something like that... Oh, well. It's not going to happen anyways :/

So , you're suggesting a block you can't break to be available in survival ? you do know it's ( like bedrock , do we have craftable bedrock ? NO ) unbreakable right ? and throwing a nether star and dragon egg in the recipe doesn't make it balanced ... well it makes it worst . just think what will someone use it for in survival ? /give @p diamond 64 ?
Being a nerd is nothing to be ashamed of. Nerds rule the world! Who invented the internet? Nerds. Who created personal computers and smart phones? Nerds. Who made every video game you've ever played and ever will? Still nerds. Who sent probes to distant planets? Nerds, nerds and more nerds! I'm a nerd and I'm proud.
Guys, the command block is designed to break the game, and therefore isn't something broken which you can fix with a 'fair' and 'balanced' crafting recipe. This thing gives you Godly powers and endless diamonds and enchants and experience and blocks and animal spawning eggs, hell it can even give you more dragon eggs as actual inventory items, which btw you can't do normally, so your plan of putting it in the crafting recipe doesn't work. Also it can instantly kill players, teleport players, and instantly grants any player endless trolling powers, with absolutely no draw backs (except everyone hating you, and mojang a little).
I don't see how you could have thought this was a good idea, try reading a full list of what the command block is capable of and how people use it currently before trying to justify this again.
I don't care how not OP it is, or how expensive it is. First of all, something being expensive doesn't balance it out. Also, with a command block, you can literally do anything you want.
The command blocks are creative-only and shouldn't be obtainable in survival for any price. After you get one, you can /give infinite of them. And also infinite diamonds, creative mode.... It's not overpowered, while you don't have any. But after you get one, it's too overpowered. It would be always overpowered. That doesn't depend on its price.
No support.
Command blocks aren't even creative-only , they are OP only , a player without access to commands shouldn't get command blocks in the first place

If you want command blocks, play Creative. If you want creative, enable cheats.
And if you want a command block in survival, use the give command. And if you don't know the commands,
you shouldn't be using command blocks. Period.

I need my beautiful little egg to grow up, so please, feed it those tasty clicks! Also, regarding the adults, they'll click you.
You can't use commands anyways unless you're in creative, and if you're in creative, you might as well have cheats on, so do /give yourname command_block 1.
Those crafting recipes are extremely easy. With one command block the whole world falls at your feet... and adding boss items to the crafting recipe doesn't balance it, it only makes the crafting recipe more annoying.
As stated above, if in SMP this would ruin servers. The person who places it is Opped for the command block, and it is indestructible.
Obviously, servers could just ban command blocks, but this is still far too over-powered for survival mode.
Ironically, command blocks can't even be used in Survival (try placing a command block in Creative, then switch to Survival and try to enter a command), making this recipe useless other than making a block you can't break, which is still enough to warrant not adding it even for decoration.
There is also a reason it isn't even availabe in the Creative menu, as mentioned above (you can be in Creative but not have cheats/commands enabled, meaning you can only access blocks/items that are available in the Creative inventory).
I give you no support, my good sir. Command blocks should never ...ever... be obtainable in survival mode. I don't care if you need to use 9 nether starts and a stack of diamond blocks to do it, as soon as you do you have reached the point where you no longer need to play the game, and have become the most powerful troll this game has ever seen. Saying "servers can disable them" or making them extremely expensive won't justify this either. Some servers will forget, and I can always /give myself a few hundred stacks of command blocks once I get the one.
Also before you comment about needing to be OP then it is okay because if you craft it you would be OP'ed to whatever command blocks you craft, which also would help with griefing and trolling

Technically, you can get it in survival if you have commands on.

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
And command block can create lots of machines
And bringing this Killer Machine into Survival?, No
