The Water would be a similair world to the nether as dimensions go but would be based off water of course.
Transportation to The water:I'm still thinking of how to get their i like the idea of some kind of fountain though
Landscape:Would be mostly small islands scattered out around a huge ocean.
The islands would mainly consist of some form of sand that doesn't obey gravity when it hits water. This block would move when pushed by currents and could be useful for suffocation traps.
The most common block would be frozen cobblestone. Frozen cobblestone would be found at the bottom of the Water's ocean and on the side of its underwater cliffs. It would look similar to netherstone but blue.
Another block would be ruststone. ruststone would be would drop 2-5 ruststone dust. Placing ruststone dust on any block would make the mining time cut in half, and would have a 1 out of 50 chance of doubling the drop. It would be found underwater on the sides of underwater cliffs, would rare on the surface.
The most useful block would be Hydrastone. Hydrastone would be found deep in underwater caves and would have the mining time of obsidian. Hydrastone would be able to be crafted into scuba mask which would take up the helmet slot but would give unlimited time underwater. Hydrastone could also be broken into fragments and hydra arrows could be built. Hydra arrows would be usable underwater and would be 2x as powerful above land. you would also be able to make hydra tools which would work at the same speed above water underwater. they would have between the strength of diamond, and iron tools. Hydrastone swords would be more powerful against hydras and other underwater beasts. hydrastone would also have the ability to be crafted into heavy boots.

(the diamonds are hydrastone). Heavy boots would give you the ability to walk on the bottom of the ocean(water would be changed so that you start floating midway in depth).
Wearing anything Hydra would make all island pigmen more friendly. hydrastone breastplate would make you 3x faster in water and hydrastone legs would make you 2.5x faster in water. (flippers would already be craftable and would make you 2x faster)
Mobs:The Water's Mobs would mostly be neutral/friendly incept for \ mobs that live deep in the Water's ocean, and a few territorial mobs that live on islands.
Island Pigmen:
Island pigmen would be a neutral/friendly/hostile. they would live in villages, and some would be found out on the ocean in fishing or trading boats. Trading with Island pigmen would make the whole village friendly. The more you trade the better deals, and the nicer the pigmen become. if you get to the highest level of friendly you would be able to declare war on other pigmen villages. The more hostile pigmen villages have better fighters, and better trades but are more difficult to befriend. Trading with pigmen would get you average items like sticks, logs, tools, and such. If at the highest level you have a small chance of being able to trade for hydrastone tools, and armor. Only Island pigmen can craft these unless you are given a pigmen crafting bench. a pigmen crafting bench would look be the same as a normal one but would look cooler and would have a few more crafting options.
Giant Crabs:
Giant crabs would be a territorial/neutral/friendly mob. There would be three sizes the smallest would be rideable and would be friendly, the middle sized one would be neutral, and the biggest one would be territorial and would attack you if you set foot on its island. killing any crab would drop crab skin and would be craftable into armor
Glowfish: A friendly mob that lives deep in the ocean and lights it up(similiar to glowstone) if killed drops glowstone dust.
darkfish: opposite of a glowfish but much rarer. It sucks the light from around you. if killed drops sticks.
Shark: basicly just a shark that drops shark teeth. Shark teeth would be craftable into more powerful arrows.
Hydra: A seprent like many headed creature (look up Lernaean Hydra on wikipedia). Their would be 2 types of hydras. Dark, and normal Hydra. Hydras would drop hydrastone, obsidian, and rarely diamonds. A Hydra gaurds hydrastone, and would be nearly impossible to kill w/o armor/healing/weapon. Dark hydras would basically be the hardest mob in the game. Killing a Dark hydra would almost always drop diamonds, hydrastone, and obsidian. Dark Hydras would gaurd Hydrastone caves. Hydrastone caves would be extremely rare, and have enormous amounts of hydrastone.

The types of elements might need to be modified a bit and i strongly disagree with adding NPC trading to minecraft but aside from those two points I agree with you on this idea.
this could be the elemental counterweight to the nether and the Aether if implemented could be a counter to a type of deep earth realm.

I love this. It really is amazing how much thought that you put into this. I think Notch should read this post, and immedietely implement this into Minecraft in like a summer update (like the Halloween update but like with water) so this is really AWESOME

Congratulations. If you had searched first,(for "realm" or "ocean realm") you likely would have come across the Kyther, which is pretty much exactly the same type of realm you are talking about. You could have added your ideas to that, but as I've pointed out in that thread, and has been pointed out in this one, as ocean specific "realm" would be better implemented as a Superbiome, at which point you should be adding your ideas to Oceancraft (which you would have also found by searching for "ocean realm")
Please understand, this isn't meant to pick on you. I actually rather like the idea of sand that stops being affected by gravity when it hits water, but I personally think that should just be a straight change to how regular sand work. It would help differentiate it from gravel.
This sounds awesome but for the love of all that is MineCraft! Change the name please! I mean "The water'? We didnt call the nether? "The Lava" I love the idea but that is a horrible name. Maybe the Depths? The Deep? The water just takes away from its awesomeness
