The village shown west of spawn doesn't exist as that's almost exactly the location of the hole shown in the first image above.
This is a classic example of terrain conflict overriding the village locating routines that Amidst uses from the Minecraft.jar file.

Actually, terrain plays no role in whether a village will be generated; in fact, they will even generate in a void world (Superflat with only air, not the "Void" preset)! What DOES prevent a village from generating though is being too close to another biome that is not plains, desert, or savanna (only these, no variants), which looks like it might be the case for this world, or the game randomly choosing less than three structures (including the well but not roads); for example, rarely you can find mineshafts that have only the center room, no corridors since the game didn't successfully place any since it tries placing them at random and they must not intersect the main room (unlike villages they will still generate).
I just used the same seed in 1.9.2 but used Customized to set it to a plains-only (plus small forests) world with a biome size of 8 and a good-sized village generated right on top of the ravines, proving that the location was unsuitable because of close proximity to other biomes, not because of the ravines (note - world type has no other effect on villages unless you use Superflat, which sets them to a larger "size", where Superflat is 1 and normal worlds are 0):
I also once found a village that was right in the middle of a massive "cave" (similar to this one), albeit in a modded version, but I did not alter the "suitability" code for villages.
In addition, there is a triple ravine (one is very narrow and has a couple breaks in it) to the northwest around -335, 15, 64 (it nearly intersects yet another ravine just to the east) and two abandoned mineshafts at -90, 36, 135 and -70, 25, 265, as shown on this Unmined map (from the Customized world but everything should be the same, the only reason ravines or mineshafts would not generate is an ocean occupying the area, and they can still be partially present, unlike villages):
Also, as seen here ravines are very common; there is an average of one ravine every 50 chunks (the area shown is about 444 chunks and has 13 for one every 34 chunks) and they are the only underground feature that was not nerfed in the 1.7 update; they are not exactly the same as in 1.6.4 but they have the same starting point (at one end) and sizes, the difference in curvature being due to a variable being changed from 128 to 256 in accordance with the terrain height limit (unnecessary since ravines never generate that high).
