This may be a glitch with updating however just to make sure I'm not going mad can some one please look over this and see what they can identify as being wrong with it.
The hoppers under the powered rails are powered by the outer row of redstone, not the row next to the rails but the one next to the blocks next to the hoppers.
I haven't found any other locked hoppers except the ones with the powered comparators leading into them.
If the comparators on the chests are supposed to be locking just the hopper in the same row the signal path needs to be longer so that the signal is only strong enough to reach and lock that hopper.
If you are following a tutorial I think you need to take another look and redo that part.
I'm not quite sure how this is supposed to work, in my limited experience with item sorters they have tended to have hoppers that are locked to start with and unlocked, via a redstone torch signal inverter, when the hopper they suck from starts to fill up rather than start unlocked and get locked.
