To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.

Bedrock doesn't implement NBT, so I'm not sure if this is possible.

Unfortunately you can't do it directly with commands. If you're looking to get an enchanted item quickly, you will have to do it manually.
If you are doing this as part of an adventure map, you will have to use the structure method. Tell me if you'd like me to explain further.
