I have been looking for this answer for the longest time and was almost resigned when I found this gem, it allowed me to fix this (also awesome) item counter for Minecraft 1.14: (I linked the fix in the comments)
It occurred to me today that something like this would make fireworks shows easier, and I did a little testing. I'd love to set a specific delay after each command, so I can vary when each one goes off. Is that possible, or would we have to kind of fake it by doing things that take time but aren't visible or audible?

Idk if you still have any use to this response after 3 weeks but ther thing is you cant use this system to get custom delays its meant to execute multiple commands in one command to make it easy for people to install your commands on their world.
If you wanna make like delays without using redstone you should make a scoreboard
/scoreboard objectives add Timer dummy
Then update a score on the scoreboard every tick in a repeating command block
/scoreboard players add Ticks Timer 1
Now you can check if the timer equals a certain value and then execute a command. Note thats 20 ticks ~ 1 second
/execute if score Ticks Timer matches 20 run summon firework ...
This will summon a firework on the 20th tick since the timer started.
I just started getting into computer science, and thanks to this command I was able to code a java file that allows you to create diagonal /fill commands. The only thing is that you need to have Visual Studios (which is free) or some other software that allows you to run raw .java files.

Side note: The java file creates a command that does not destroy the command block after being run.
