First of all, you're sure you have keepinventory on right? If you are indeed respawning with elytra on, the only explanation I can think of is that those hundreds of command blocks are lagging you so much that Minecraft doesn't register you pressing the spacebar. That, or maybe there's a cooldown on gliding when you respawn.
you could eiher rejoin the world, die, or press F3 + a
it worked for me.
also i have encountered these situations where you dont experience lag on your screen but its that kind of lag that stops and makes mobs slower to move or kill.
for example: a zombie is supposed to wank in its normal speed... but because of some temporary lag issue it goes lower or the mob/Zombie takes more than 0.50 for the red flash to go away before hitting the mob again..
Anybody know why Elytra won't open when you respawn in a laggy situation?
(Wait, this is hard to understand...)
What I mean is.
I was wearing an elytra, then use the /kill command to kill myself.
But when I respawn, my elytra won't open and glide, no matter how many times I press spacebar.
After some investigation, I found out this issue only happens when I got tons(more than hundreds?) of
command blocks working repeatedly.
It's not rly lag, the tellraw command only has a 1 sec delay per.
The point is, when I disabled the commands, the elytra works normally
(i.e. can be opened after death.)
Edit: The lag point is near a place where it has walls appearing and disappearing frequently.
But not 1 per tick, it's like 5 seconds after, a 5x5 wall will appear and 1 other disappeared.
Anybody knows why? I thought elytra isn't related to command blocks,
but in fact it is.

The basic gamerule thingy I've checked already.
Plus, I can rotate and move after that laggy respawn.
And again, this doesn't happen in normal situations.

That zombie issue IS caused by command blocks mainly,
and of course, super high random tick speed.
I may try it next time, I can't play now.
