I am trying to make a game where I have slimes as a little thing to push around but I need the slimes to stay still but the players still be able to push them.

I don't really know the correct command but i'm sure you could look it up. Instead of the Slowness which would show particles (Maybe you wouldn't want them?) you could just give them no AI there is a command just google something like "How to give a mob no AI in minecraft 1.8/1.9).

Hmmmm well isn't there a way to make it not jump? I thought there was anyways you could just set their damage to 0 but that would mean they wouldn't stay still, yeah this actually seems more difficult then I thought huh

How about giving them levitate 255 (not sure if that's the correct number? It also has some side effects).
Did you use that command after you had spawned the slimes?

Use this command: /summon Slime ~ ~ ~ {NoAI:1}. It basically removes the AI of the slime, it also works on any mob to.
In 1.14.4, you can do /summon slime ~ ~ ~ {NoAI:1}
