place three command blocks. one over each other and remove the center block.
In the block above write
fill ~5 ~-1 ~ ~ ~-1 ~ redstone_block
And in the other below write
fill ~5 ~1 ~ ~ ~1 ~ air
Now place a redstone block between both command blocks and that's it. If you want to make it longer or shorter write the number of blocks you want in each command block instead of 5.
