hi there,
so i am having difficulty with the phrasing perhaps of my command.
I have spawned the dragon into the overworld, but don't want it flying off all over, but at the same time i want it to still have some freedom
I thought to achieve this with -> /tp @e[type=EnderDragon,x,y,z,rm=20] x y z
all this does however is continually tp him to the coord without allowing him to fly his 20 blocks.
What am I doing wrong?

If you are just writing out the values for your coordinates in your selector then nothing is going to be taken to consideration by the game.
Instead of just [type=EnderDragon,xvalue,yvalue,zvalue,rm=20] try [type=EnderDragon,x=xvalue,y=yvalue,z=zvalue,rm=20]
Example
/tp @e[type=EnderDragon,x=100,y=64,z=100,rm=20] 100 64 100
