You need two commands: one to teleport the entity to the target, and one to teleport the entity upwards from its new position. You cannot do this in one command.
They can be on the same clock, so long as the first command activates before the second. Otherwise the falling sand is teleported 1 block up first, and then teleported to the bat.
Doesn't seem to work. It does teleport the sand to the bat, but for some reason the game renders it as if the sand is falling constantly. It kinda teleports to it's location, then falls down, then it repeats.
How can you teleport an entity above an entity? For example: Teleporting a FallingSand entity 1 block above a bat. How is this possible?

It doesn't seem to work for me. It teleports to the entity normally, but it doesn't teleport it upwards.
I'm using a fillclock so that might be the issue.
Reverse the order of the commands. The second one is being activated before the first.
