So I am trying to make a mini game but ran in to some trouble. I want the skeleton to always be 10 blocks below me so when I move he will follow me 10 blocks below. This is the command that doesn't work:

The command functions as it's meant to. The /execute command is causing you to teleport skeletons 10 blocks down from their current location, which has always been the function of /tp. /execute does not change a command's function.
You must use two commands: one command to teleport a skeleton to you, and another to teleport the skeleton 10 blocks lower:
Slashes are completely optional and have no bearing on any outcome.

i tried the two commands already and the skeleton went like 5 blocks below me and when he hit the ground he tp'd to me
but I found a new way
/summon Pig ~ ~10 ~ {CustomName:SAS_top,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Pig",CustomName:SAS,Riding:{id:"Skeleton",Invulnerable:1,Equipment:[{id:261},{id:301},{id:300},{id:299},{id:298}]}}}}}}}}}
then I teleport SAS_top to the player
Are you using mods or plugins? If so, that's the reason. The commands I provided function correctly, and you're meant to run them in the order I presented them.
Im on a vanilla single player world with no mods and it teleports them down a bit then they hit any block and jump up to the player
I am not having this effect occur at all, even when causing the commands to run in the wrong order. Do you have any other commands running that targets the mob?

I just figured out what it is but not how to fix it...
they are the same command and I turned my other command blocks off so nothing interfiers... plz help
