When i was told to write "hasPipe" i did "HasPipe" but i wrote "HasPipe" everywhere in the same way, i tought it was important to write it exactly the same everywhere nomatter how it was written in the first place, but it HAD to be a small first letter, i change "HasPipe" for "hasPipe" everywhere and made a new objective called "hasPipe" instead of "HasPipe" and then the command worked
But as i said, It Only Worked Once.(#IOWO) it has an output for the first time it worked but now, even when i hold the Pipe with tobacco (or Tabac in my case) in my inventory and a smoke score of 0, it doesn't want to go again
(By Notch! how hard can that be!?! You guys most be geniuses to figure out those things XD!)

Sounds like a problem with your clock. If you're using a comparator clock, move the command block further away from it. The signal closer to the comparator isn't actually turning off, only lowering in signal strength.
i REALLY didn't though moving it further would do anything whatsoever because i have another commandblock powered by a repeter whitch is connected on the same piece of redstone then the repeater that power the faulty commandblock, and another working commandblock connected closer to the clock.
but i did it and for some weird reason that's beyond my understanding, IT WORKS!
Thanks to all those who helped me with this, i keep your username for the special thanks section at the end of my future adventure map (Though it might be a very long while before i release it, because the main building of that future map is a huge victorian manor that i want to build legit in survival before even starting to turn it into an adventure map)
EDIT: the faulty command doesn't work on my server, i copyied the machine perfectly (all the way to the lenght of the wires) and it's facing the same way, i stand right next to it so it's not because i failed to put it in the spawn chunk. The damned command (the same one) refuse to have an output AGAIN! EVEN with all command beeing copy/pasted from my test map where all is good

yes to all :/
it's vanilla, i set up the scorboard objectives and commandblock are on ( i use them in a lot of contraption around my map)
