It's likely caused by all the old mobs, including zombie pigmen, being updated to the new AI. The "Anger" tag also now decreases by 1 per tick, which is why you see it as 0 when checking in the editor. The zombie will need a target for it to attack while its Anger tag is set, which we cannot manually give it. So unfortunately it seems this brings an end to being able to summon globally hostile zombie pigmen.

Either one works fine; the 's' is just identifying that it's a tag-type of short and has no bearing on the outcome in this particular event.
