Does anyone know how to make Wither Skulls (projectile) more powerful when spawning it using the /summon command? Is it possible to turn it into its blue variant?
It will be there, but it will not explode nor be visible. This is useful for entity replacement commands.
In that case, that is false. It is true that it won't be visible, just like a summoned small fireball, but it is false that it won't explode. It indeed explodes if a direction is set at the time of summoning.

So you can´t change the explosion power of a WitherSkull.
You could maybe set up system that constantly teleports an entity to the WitherSkull to save it´s position and then teleport PrimedTnt to this entity as soon as the WitherSkull disappeared.

When the wither fires its normal projectiles, they go at a much faster speed than the blue-charged ones, which is the only noticeable difference. Checking NBT tags for both events produces the same exact entity apart from its Motion.

So if the invisible wither skull breaks obsidian, then we can consider it a blue wither skull. If it doesn't, then it is a black wither skull. Would this verify what you hypothesized?

It seems that all WitherSkulls have their UUIDs tied to the WitherBoss that shot them. If I change the UUID of the WitherBoss that had just shot some skulls, the skulls will vanish.

The game recognizes a specific UUID of a skull that should be more powerful than the rest, and assigns it its effects in an inaccessible manner. We aren't capable of binding a WitherSkull to a WitherBoss as that is handled beyond our reach, which is the cause of the rendering issue. The blue glow is also handled beyond our reach, so it seems this won't be possible unless changes are made by Mojang themselves.
