So I was wandering around in a server yesterday, when I was given OP, and had access to many nonvanilla commands through a plugin. I had created a sword that strikes lightning to wherever you swing. So I though, "How cool would it be to mimic such a sword in vanilla?" I went through many problems, such as realizing that you can't summon or place blocks relevant to a player using command blocks. I researched, and researched, but I didn't find much. I then decided to develope my own method to 'mimic' a lightning strike, and cause an explosion. I managed to accomplish this, which features a sword with the ability to strike at your location when in combat. Sure, the sword isn't powerful in terms of damage, but when in groups, it is the most effective. It may not be the most effective, but it is the best we can achieve at the moment. If you have any ways to improve this method, comments, concerns, or simply questions, feel free to reply below.
Here is a map download of the world, which showcases the vanilla lightning sword.
After making the map, I decided to explore further more if someone had already discovered this before. Sure enough, there were a couple of videos. This way, if you are wondering how it is possible, this video will be most useful to you.

It explains how to create the 'flash' effect of the lightning, that way you won't need to use real lightning, and is completely controllable.
I haven't really see the map yet, but if it's multiplayer, won't the creeper go to the nearest player, not the person using it?
And also, what if the player is somewhere not in the follow range of the creeper? From what i can remember, if you set the follow range too high, minecraft will crash...

The use of the spawning is dedicated to adventure maps, where a controlled area is setup. Using methods in SMP or any vast mulitplayer server would be highly inconvenient. Thus, a smaller controlled area is much better since you know what you want that area to do, and what it will do. As for multiplayer adventure map, the best way is to have several command blocks scattered in the map detecting the nearest player who had used it in a certain range. Once found, the creeper would be spawned there. The more the command blocks, the more accurate.
