Well, a 61.5-second pulse generator (the button stays powered for 15 ticks after the arrow despawns). And you'll need to restock the arrows (by hand occasionally, or from a skeleton farm).

Repeater Ticks are Redstone Ticks; with the only difference being that each Repeaterused causes a delay of 1 Redstone Tick. 600 Redstone Ticks = 1 minute and 1 minute = 60 seconds.

By right-clicking on the repeater, you can set its delay from 1 to 4 ticks. (Each redstone tick is 0.1 seconds, or 2 game ticks.) Normally, this corresponds to a time delay of 0.1 to 0.4 seconds. Longer delays can be made with multiple repeaters; for example, a repeater set to '4' and another to '1' will give a half second delay (0.4s + 0.1s = 0.5s).

I think the reason why this confusion is continuing is because the people who are looking at the thread for answers, don't see anything on the posts such as: "I have tested this on my creation of ______." Or "I have timed it." Or something like that.
For the record, I just made an analog clock in minecraft and (I know there is a simpler way to do it but I wanted to figure it out on my own) I used 600 repeaters exactly all on the lowest setting and it is for all intents and purposes exactly 60 seconds.

Not to be mean but what part of the quote below was hard to understand? The user clearly stated 'that they know there is a simpler way' but wished to figure it out on their own. Which is the same as saying they wanted to confirm it for themselves and that this was the manner in which they chose to do so.

60 seconds / .4 per minute = 150 repeaters X 4 repeater ticks = 600 ticks...
Use a hopper timer.
Edit: forgot that the initial divide was the amount of repeaters needed, not ticks... my bad! All fixed now
A Game tick is 1/20th of a second. (1200 game ticks = 1 minute)
A Redstone tick is 1/10th of a second. (600 redstone ticks = 1 minute)

How many Red Stone repeaters do I need for 1 second and what do I set them too?
1 IRL second / .4 Red Stone Ticks = 2.5 repeaters, 2.5 repeaters X 4 ticks on a repeater = 10 Red Stone Ticks! Just like me and Munin said.

I want to know how many repeaters with full delay would it take to get 12 minutes?
Just do quick calculation:
10 ticks = 1sec, 1min = 60 sec = 600 ticks x 12 = 7200/4 = 1800 repeaters

Through a lot of thinking and trial and error, I'm 90% sure that 150 Redstone Repeaters all set to 4 ticks is a 1 minute delay.
I tried it with a timer and it checks out
